Grandma Streeter's Portuguese Stew

4 pounds stew meat
3 cloves garlic cloves, crushed
1 onion, diced
3/4 Tbsp vinegar
2 1/2 Tablespoons rock salt
2 tablespoons brown sugar
1 6-ounce can tomato paste
5 red potatos
2 carrot, diced
1 1/2 cups water
1 chili pepper
1. Brown Stew meat, garlic and onion in large pot.

2. Add all other ingredients.

3. Cook over medium heat for 1-1.5 hours depending on tenderness of meat
